BICA isn't subservient to any domestic or foreign government; the agencies you see above are those we have partnered with in sharing information, assisting in operations, and who we either train or train with.
SPECIAL OPERATIONS
We help clients by building relationships with communities, emergency services, security, law enforcement, and intelligence services here in the United States and abroad. We currently support 10 foreign nations; BICA has personnel both foreign and native to the areas they operate. Our special operations are managed by the Foreign Operations Command (FOC) at the BICA Headquarters in Denver, Colorado. The DFO is responsible for and manages the Foreign Operations Command which serves as a bridge to our foreign partners and a conduit for ensuring international justice.
AUTHORITY AND JURISDICTION
BICA's special operations consist of investigative, protective, apprehension services, and training officials in the lines of service abroad only when invited by the hosting agency or nation. In most cases, our partners gather evidence and make arrests on behalf of or in close cooperation with our investigators.

OPERATIONAL DUTIES

Coordinate requests for BICA and host agency or nation assistance.

HOW WE MAKE IT WORK

Rapport Building: Since BICA investigators don't have any law enforcement authority, we rely on both domestic and foreign law enforcement. FOC maintains day-to-day relationships with officials and agencies that enable the continuous exchange of information and reciprocal assistance in investigations, protection details, and criminal apprehensions. The FOC also provides critical and timely support in the defense against the United States and partnering nations through direct coordination with the appropriate agencies to counter terrorism.

Physical Presence: FOI (Foreign Operating Investigators) either travel or reside in the nation they're native of or to assist a native investigator to allow them operational success in investigations involving abuse, fraud, cybercrime, rape, missing persons, fugitive sightings, human trafficking, murder, terrorism, and other security matters.

Training: BICA provides line-of-service training to developing nations' security and law enforcement so they can be skilled in basic and advanced investigative techniques and principles that promote cooperation and aid in the collection of evidence.

Detection and Prevention: By monitoring civil unrest, criminal activity, and national security threats in the regions they serve, FOIs can help law enforcement and intelligence services recognize and respond to keep crime and terrorism from spreading to other areas and nations.
