Learn About BICA & The DCI of Region VI

Bureau of Investigations and Criminal Apprehension referred to as "BICA" for short, is a private entity that provides investigative, protective, and warrant services to both sectors, private and public. The difference between our organization and others is that we don't charge for infidelity or missing person cases as we believe that you shouldn't have to pay to know what your spouse is doing or find a missing loved one. The idea of BICA was created on October 10th, 2021, in Fargo, North Dakota with the plan to expand here and to other areas of the United States; possibly internationally. BICA is an equal opportunity employer meaning our administration doesn't discriminate and that we operate in an inclusive environment. We're not classified as a government agency nor a sub-organization of any government agency, but we're regulated by both an association and governments in states/nations that which we operate in.
 

Yaakov Miller started in investigations while working in the Office of Professional Standards for the Board of Chaplains Standards and Training in April 2018; an organization that is responsible for the certification and regulation of chaplains. When a complaint is filed against a chaplain, administrators turn to him. He was responsible for investigating the legitimacy of the evidence found to support the complaint the Board decides on the appropriate disciplinary action. He was called to serve as an Abuse Investigator/Case Examiner for Operation Jayde now known as Open Arms in March of 2020, an organization focused on helping victims of domestic violence by providing supplies, resources, legal services, and extraction if needed. In total, he closed 808+ cases. Since then, he has continued his education to further advance his career as a criminal investigator.
