BICA is a private entity that investigates civil and criminal cases, provides close protection services, and apprehends fugitives who have jumped bail. Our investigators aren't sworn law enforcement; however, they can obtain a subpoena duces tecum to conduct searches for investigative purposes or a capias warrant to apprehend fugitives. BICA Services is classified as a foreign agent due to its involvement with foreign clients and partners (18 U.S.C. § 951).
We provide individualized services for all our clients, and we don’t charge for infidelity or missing person cases; we also serve the Jewish communities worldwide by aiding and assisting their shmira or shomrim, hatzalah, chaverim, and other shamuses in aiding to personnel in ensuring public safety and providing support to victims; investigating general crimes such as nuisance, trespassing, vandalism, assault, domestic violence, rape, and hate crimes; most these organizations don’t carry handcuffs to effective a citizen’s arrest, non-lethal weapons (pepper spray, taser, baton) or firearms to protect themselves or others, we do. However, all of us are properly trained in investigating, locating, detaining, and transferring custody of suspects to law enforcement. [ Investigative Service ]
Our investigators and other personnel assigned to the investigative service, work on a wide range of cases from missing persons to collecting evidence in the assistance of a criminal defense case. BICA investigators are well-trained professionals who are educated on the law and investigative techniques to best serve our clients and ensure justice. Once our investigators are certain they have compiled a solid case and it leads to the discovery of criminal activity they will hand over the case to law enforcement for prosecution by the courts.
[ Protective Service ]
Our close protection officers and other personnel assigned to protective service details, are well-trained professionals who guard individuals, remain posted at perimeters of locations, events and patrol the surrounding area collecting intelligence to ensure the safety and security of individuals and property. This service is for individuals who need bodyguards due to their status (witness, victim, executive, government official, or celebrity) for temporary, permanent, and contract basis. In teams of small, medium, and large.​ This service is rare.
[ Warrant Service ]
Our fugitive recovery agents and other personnel assigned to warrant service, are well-trained professionals who are evaluated and re-trained each year to ensure they're mentally and physically fit to continue in this role of service. They work alongside various bail bond companies to apprehend fugitives who jump bail in a humane and professional manner. They also coordinate with BICA investigators and law enforcement for intelligence and additional support.
